The image is a CAD drawing - very very accurate - the PDF is a vector file (rather than a resolution dependent bitmap) - rasterize it so that a know dimension (preferably a long dimension like the Wheelbase) is 1:1 at a given resolution.

I thought the question of "starfish and coffee" was more general, so, not about this pdf in particular, but about pics and drawings in general.
65mm is a common BB drop for road bikes (65 to 75).
A bit (too) low for a track bike though.
