You need at least the forks and headset (or something similar to keep the space between lower head lug and fork crown) assembled.
Thin string between wheel axle (center) front and rear
Measure distance from string to center BB.
For sure you can develop a program or formula, but you need a lot of other details (exact dimensions). And even then: measuring will be more precise and realistic.
From a picture it's very hard, because it's never exactly 1:1 scale.
Of course you can do some calculations, assuming that wheel diam. incl tyre is 675mm or 680mm, but you will end up with a very rough result.
So, measure the bike as described. Less than 1 min work, but it's better to have someone around to hold the string/wire in place.
