they are 27" wheels, not 700c, I'd buy new hubs n spokes n not worry about rusty eyelets. If the frame is built for 27" (most older frames are) and you use 700 the you'll need a deep drop brake. Depends if you want the bother, you could get hubs n spokes on cyclebasket for £55-60 quid. Then again, depends if you're into faffing about or you just wanna get the fecker built n rolling, in which case buy a new wheelset. Re-reading your original post, you need to stick a pair of 700 wheels in n see what brake drop is needed, then decide on wheels. The old tourer you mention later may well be built for 27".
