You need to remove them, your lbs can do it for you, or you can tap them out (gently, work each side bit by bit) with a screwdriver and hammer.
The blunter the tool the better, the perfect tool works all the edges at once to avoid marking the cups (it's on the inside of the steerer tube so who cares though, right?).
