I agree with the posts that play should continue until a goal is scored.
Blocking goals while footdown doesn't happen very often in the normal run of play, and most people are happy to just get on with it.
If it's happening more than once in a game, refs need to start looking at the player/s involved and use the powers they have, ie. make people tap out more than once, or ride around the whole court, or whatever they see fit if it's obviously deliberate.
Let's not start introducing contrived set plays such as penalty shots or we'll be onto throw-ins and off-side rules before you know it.
