The flip sides to all this is
allowing a defender taking a dive, intentionally footdowning to block a sure goal just to tap out and rejoin the game to possibly do it again. There's nothing really deterring somebody from doing this apart from 'being a dick', which if it means winning or losing the final in a big tournament I'm sure some people wouldn't mind 'being a dick' for a few seconds.
And/or whether or not it allows the shooter to aim for a footdown defender and hope for a goal/penalty
