I'm sure it does, but the problem is putting that sort of price into a newspaper article without explaining how it came about. I'm sure some people will walk into bike shops expecting to get a Pista for £150. Whichever way he happened to get his bike, the price quoted there should be the price of a new, non-discounted, non-second hand bike.
