Surely the additional 2.7 million they spent on additional heavies for the day could be spent to find these and make a public display of them. showing to the real protestors they appreciate its a handfull with the wrong motives?

I should have been clearer--the kind of agitators I mean are typically alleged not to have been on the side of the protesters at any time. In fact, the allegation is often that they are planted in the crowd.
