So an army of police with no ID can lay into innocent people with no come back? and you wonder why fuel gets added to these silly little anarchists fire!?
but you are right, they were prepared for confrontation. if the imediate presence had been dressed down and on a level with the protestors they could justify the heavy handed back up.. if needed.
The armour and weapons are barriers to them getting on
Surely the additional 2.7 million they spent on additional heavies for the day could be spent to find these and make a public display of them. showing to the real protestors they appreciate its a handfull with the wrong motives? thats a bit like carpet bombing a city in afghanistan because one of the terrorist involved in an attack was from there.. oh hang on...
