The estimated modal share that cycling has of all trips in Groningen is around 60%. What you're witnessing is actually the majority mode of transport there.
Groningen is a tiny place compared to London, with under 200,000 inhabitants. The trips made by most of these people are very short compared to London, hence the impractical bikes and attires.
