For guys it's different.
Beads are just trinkets or party gifts thrown from parade floats or balconies of homes on Bourbon Street.
When it's late and people are drunk they'll usually flash to get the beads tosser's attention.
Although flashing is not required, it's usually encouraged by the crowd.
