Have you been to recyke y'bike? It's in byker and you can get a decent road bike for under or around £100 then convert it to fixed or keep it geared. If there is nothing suitable you can probably pick out your own frame and build it up.
Best time to go is saturday at around 10:30 as all the built bikes sell out quickly.
