I think Cinelli crierium bars would nearly match that description - the curve starts very close to the central sleeve, but it doesn't actually start dropping down so quickly, so perhaps not such a helpful suggestion...
Yes, stems like that are still available in some places- I recently bought a Profile H2O 1" quill stem with detachable front plate. I got mine from Chris Compton.
