That's an odd one, speeds (even for cyclists) are slower in the city, we have few steep hills in London either....in the country you can ride a lot faster they have steep hills, mud and slurry on roads that often have worse surfaces and potholes....car drivers are faster and therefore have less reaction time, high hedgerows and winding roads also mean poor forward visibilty...so a tumble on your own or a incident with a car could quite easily be more serious in the country.....I'm far more inclined to wear a helmet in the country than I am in the city....
