Re. 650c/23, Michelin Pro Race 2's were probably the best all round tyre going, very tough, very fast, very grippy but wear comparatively quickly, weren't cheap and are now discontinued...
however, Ribble happen to have black/grey 650x23 left in stock at £16-£18 depending what else you buy:

and Wiggle have the 'Ironman' version in red/black (basically a Pro Race 2 with IronMan badges on) for the dirt cheap £17.59 (well, cheap for a tyre this good - they used to cost £30+).
