the police compared it to a car bumping another from behind and if no harm was done and it can't be proved that the person was driving dangerously (despite all the witnesses) then there are no legal grounds for prosecution.
i have all his details - place of work (it was a company van) as well as details of all the witnesses who say they will back me if need be.
