is this mystery washer thing inside the crankbolt hold in the crankarm, or are you referring to the bottom bracket cup?
If its just a cranks dust cap, just yank it out with anything, if its metal you may want to screw it out though.
If its a bottom bracket cup, you need a 2 pin BB tool.
