there is some metalised filler you can use that people use for fixing small holes in car bodies.
You'd be better off using that after grinding it down level with your frame.
Heat is bad, because no matter what happens, the quality of the tube in that area after tig welding or whatever will be softer.
plus filler you can do yourself easily.
