Thats a really nice finishing touch to the frame, that the original builder/designer/manufacturer to a lot of care in putting in.
However you try to remove it, your going to cause some damage. It doesnt even look like its brazed on, more like put in at the time the tube was made.
Id reccommend leaving it as is, it doesnt look so bad, you could install a blinking LED in there and make a novelty feature about it.
