They are bonded by cycle shoe manufacturers all the time ! The glue exists ! ;P
You can use a two part expoxy from somewhere like Maplins.
When I made mine I just inserted the hard plastic insert into the shoe, I didn't bond it to the inside of the sole, I didn't see any real reason, it had nowhere to go, worked fine.
