Powdercoating hubs is routine, a lot of mtb hubs come powdercoated.
Most powder coaters will be familiar with hubs of some description, just ask them to mask the inners - OR - you can leave it built up with some old dust seals and axle on (provided that they are metal)
Get any unwanted bit of paint off from the inside with nitro mors.
And just use something like a dart to widen the spoke holes. - You may not need to if you ask for a light coat, which is all you need on hubs.
