Not really. The onus is on you to comply, and as there are already laws about cycling furiously the answer could be as simple as slow down and cycle leisurely... if you're breaking a sweat it's probably not leisurely.
Bylaws don't change other laws, and it's up to you to comply and it's perfectly possible to comply without having a cyclocomputer.
