Weaker I think. If it has been ridden and seems fine then you COULD leave it. If it was mine I'd be getting out my spoke wrench and removing + flipping that rim (rotating will cause valve/spoke issues). See Arup Sen wheelbuilding site for a good idea involving pipe-cleaners so that re-lacing is easy-peasy. (cheers arup!)
The builder could have done it on purpose if the spokes were marginally too long, but thats a pretty sketchy reason and it would hardly make and difference. I Just hope the rim eyelets aren't messed up.
