If you have a hub use that, rebuild it into a new wheel if the rim is dodgy, strip it all to peices including the free wheel, grece it up (lithium). If any of the bearing look (or even feel by running your finger nail over the surface) pitted raplace ALL of the brearings with some good new ones I bet it will ride and role well. A new light rim and tyre will make a massive difference as well.
