If you are getting it resprayed you could try using some mapp gas (get it from a plumbing shop) and heating up the seat tube. As Winston says once you have cut the seat post off flush you are down to one option only. Try and borrow some pipe gripes or a access to a vice from someone to give a go out a bit of twisting. As you say this may well damage the seat post more but you can always end up cutting it flush after but you can't try twisting it after you have cut it flush. Where do you live? I have a BIG vice type contraption that should beable to grip anything we could give that ago if you want. I live in Plumstead (zone 4 s.e) but will be working at Woolwhich Dockyard (zone 3 s.e only a couple of hundred yards away from the foot tunnel) over the w/e. If you fancy comming round we can give it ago.
