Probably the latter, then. It was originally shot for old-school 4:3 TV, but on cameras with a wider aspect ratio. That means they could remaster from the original recording for modern widescreen, but that often causes problems even with shit TV programmes, and this show was not only not shit but placed unusual emphasis on the cinematography. Doesn't always matter but there some scenes (and a couple of whole episodes) where the atmosphere is changed a lot, notably one particularly claustrophobic episode about the interrogation of a possible child killer.
If you're under a certain age, the 4:3 format will be so jarring that you won't care. If you're over that age (particularly if you saw the original), some things won't be as good despite the huge amount of careful work that went into the remaster.
The stories and characters will still be great, so it's not a huge deal. Just a thing.
