Fair, but you're only going to fall foul of that if someone grasses you up and that's only likely to happen if you're absolutely taking the piss.
On a DIY, which is probably a solo ride, who's going to dob you in?
If it's not a solo ride and you're doing a drafting-allowed ultra as a DIY, then again, you'd need someone who took enough offence that they dobbed you in. Seems unlikely unless there's grudges...
Maybe that can be my thing - you don't let me ride some event as a DIY but I find out someone else from another region was allowed... then I go and grass them up for drafting.

The basis of that rule goes to the French and back over a century ago. Racing cyclists before 1900 were often paced/ fed/ supported by relays of cyclists who might leapfrog by train for the next relay during long events. Audax and later randonneur cyclists made a big deal about no on-the-road support, only at controls. The prohibition on being paced by cyclists who aren’t riding the brevet links in with that.
