Why on earth would you return for everything other than the tyre, and then leave your lock there securing it? That’s absurd. But then such is life, I guess.

Probably because they leave a lock there all the time. I used to do the same when I cycle commuted and had semi-secure cycle storage at work, it stopped me needing to carry a heavy lock on every single commute.
So if you were just taking the rim away (I dunno, maybe they had a nasty puncture that had cut the tube and tyre badly and had bought replacements) and wanted to take the tube/tyre home at a later date you'd leave them there, and may as well lock it up with the lock that you always leave there.
That's one possible answer to "why on earth?" Unlikely, but it's plausible.
