No, it is not insane. This has a quite a psychological level to it. Seems to work in other enlightened countries.
Not as if there are lots of near misses on normal or mini round about as so many do not understand a roundabout

Well, it seems the 4D chess wizards responsible may have missed a decimal point somewhere, judging by the fact that apparently it's now more confusing hence dangerous.
Obviously the only true solution is restricting licenses to those with the capacity to understand a roundabout, among other such quaint concepts as right of way, but apparently the powers that be can't afford such luxuries
