Shouldn't tape ideally be 4-5 mm wider than internal rim width?

Stretching the tape a bit will make it a couple of mm narrower and then use up a couple more mm of the excess width driving it into the rim bed channel. That's what I've normally done with 24mm tape on 19mm internal width rims.
