what's going on with the (unfeasibly long) stem? it looks like the front half has an extra sleeve or as if the bar tape carried on up the stem

That's just the perspective of the photo and the bars are swept forward slightly. You are looking at the back of the handlebar, not the side of the stem.
It is a hideously ugly bike though. It looks to me like they just traced the UCI boxes directly without applying any kind of design consideration.

It's partly perspective but also it is a long stem, Aaron gate is 181cm and riding a size S.
