Yeah it's a bit small for a velodrome but you're spot on about the rest.
It's disguised as one of Anglian Water's covered reservoirs but let's just say it's a mighty coincidence that the planet Zargon suddenly stopped showing on star charts just after General Xylop's battle cruiser returned to site last Thursday lunchtime.
