Insane bargain - esp with the wheels and the PM.
(I had a similar issue on my CAAD10 with the headset - I thought I had ovalised the bearing cup but it was simply because I didn't have enough microspacers under the headset cover and it was touching the top of the headtube stopping the preload. Worth a try.)
