I've used the Joe's no flats sealant remover on some sealant that had leaked onto my frame. It's kind of like paint stripper that you gloop it on, leave it for a bit, then wipe off. It definitely worked a lot better than brake cleaner or IPA. HAven't tried it on a tire because I've always just peeled that off by hand.
