Is it dead though? Or just marred?
And without it, would the hose have chopped through the axle like happened to Josh ibbett on a tcr some years back? (I think)
Axle is fine as said already, but from the second picture it looks like it's the cable outer that rubbed rather than the ziptie. Maybe it needs to be more slack/have something inserted from inside the BB shell into the chainstay to keep it low?
Just get new one, they’re not expensive and not worth risking it.
Seen way too many cut in half.
