Would guess that good marking and free hand should be exact enough and have that minimal variation that makes it look more interesting/handmade, especially if you have to spot drill.

I don't know what peening is.

Hitting things with a hammer, I think.

Aha! I that case i do a lot of peening :) not in this case tho
