I guess this doesn't have any case fans either, meaning no moving parts at all?

None. Might have been nice to have Thunderbolt for future proofing, but the Z790 PG-ITX/TB4 has a little fan for the VRMs (which probably would never have moved with the T processor and no power hungry graphics card, but still)
