Have recently bought ANC earbuds for similar reasons. Sony ones which are generally considered some of the best, and so relatively expensive...
... but have found them really poor at noise cancelling compared to my over-the ear Sony ANC headphones or passive earplugs. And also fiddly, need recharging in their case every few hours, prone to falling out and getting lost. Definitely not practical to use when lying down trying to sleep.
For passive earplugs, I would buy and experiment with a few different types. I have found silicon 'wax' ones the best personally, but they are completely airtight, so block out rather than attenuate noise. Can be used in bed. And they all need a bit of practice and getting used to.
Some people find earbuds/plugs really unpleasant to use, especially for long periods.

Any recommendations for cheap noise cancelling ear buds, they are for my 16 year old to take to Reading Festival so 50/50 they may get lost. She has ASD and ADHD so will be using them to tune out when she needs a bit of peace.
