To get that bar-rack on a bike, you'll need a stem with a detachable face plate, for example https://www.sjscycles.co.uk/stems/oxford-atb-1-inch-quill-stem-254mm-clamp-silver-75mm/ or an adapter + AHead stem if you want more choices on extension and rise
