Complain to ebay via https://www.resolver.co.uk/ and keep at them. Have had this and took quite a bit of effort before I eventually got it refunded. Initially ebay just look at evri's 'delivery confirmed' thing and will ignore you. Was Hermes when I did it, but they had tried to claim it had been 'delivered to reception' at my flat.
