Its usually at the point of payment - the end of scanning all your stuff isn't it ?
What other point would you like to scan your loyalty card ?

In today's case it was after scanning everything and going to the checkout screen but before choosing payment method. You had to press an on screen button to say you were about to scan your loyalty card.
The typical supermarket scanner will let you swipe your loyalty card at anytime and doesn't need telling that is what you are doing.
