I took my daughter (10) to a self defence/crisis session. One tactic while on the floor if the assailant was trying to pick them up was to hold onto the head and bend the neck to prevent easy carrying while calling for help. It's a pretty standard movement limiting tactic as far as I can tell for the reasons given by others.

There was a cop for each limb, I think pinning his head to the pavement was excessive and a panicked move (or just trained into their little brains)
What was the realistic threat of him holing his head upright when they were wheeling him off?
I get that most cops probably don't know much about roller blades but I can't see what the thinking was that led to the cop jerking his neck down like that
