That's it, right? You would think the audit trail would be sufficient to show that they were not empty when they made their way into The Donald's tiny hands? That they are now empty implies that they were lost/stolen/hidden/destroyed/given away/sold (delete as appropriate). I wonder if there's a sliding scale of "oooooh, you're fucked" on any of those scenarios. Of course, the audit trail itself could be compromised, and then who is on the hook for that?

If these folders are just stationery items then yes, nothing to see here. But if there is a control system for issuing the folders, that implies an audit trail (and perhaps content that is now missing).
