I'm pretty certain it's how the rebels plan to bring him down. I listen to the rest is politics podcast, it's presented by Alastair Campbell and Rory Stewart and they give some pretty good insider insights into this type of thing. They went to great pain to explain how fucked Boris is (mostly because they both bang on, at length, about what a cunt he is), apparently there around 170 Tory MPs on what is called the payroll (ministers, junior ministers, pps, trade envoys etc.) these people are the most loyal and are therefore discounted. So to the seasoned politico Boris got properly done over in the confidence vote.

Given how the confidence vote went I don't think Boris can count on any legislation being passed through the commons despite the majority he holds on paper.
