Has this frame got some kind of bump-stop thing going on? It may well have reached its limit and mashed the head tube. I'd have that fork out asap and be inspecting the areas that could be put in stress in a situation where the bars are over rotated.

Yes I think you could be right. If it looked alright in that respect to the naked eye you'd be happy riding it?
