I spoke to the owner today.
Frame was a tip rescue.
Bars were brazed by a friend and the bike was subsequently ridden across India and Iran.
Seatpost mod was done after the seat tube split.
This conversation was conducted in the owners place of work (jewellery) which was a building built in 850ad. He released the seatpost QR and twisted the saddle 90degrees to hang the bike over a very old stairwell hanging by the handlebars and saddle. Gears are friction thumbies. Handlebar mounts are for phone and Garmin. QR allows on the fly bar adjustments. The low bar position came in handy on a long headwind stretch in India apparently. @karolk apologies for the slight thread derail hope it's of interest.
