No reason you can’t commute if you’ve got somewhere to keep a bike at work and shower there - you’ll get very sweaty.
Drivers aren’t particularly used to seeing cyclists on the roads in central/Sheung Wan/Wan Chai etc and you’ll get zero help from the police if you get knocked off.
That said, I used to ride back from the MTR to the mid levels if I’d done a ride in the new territories or Lantau and never had a major problems. Just assume every driver plans to try and kill you, even if you’ve made eye contact.
