My understanding now is the standing charge increases are in part due to £££ being paid from the SOLR scheme, which the standing charge funds, amongst other things, like suppliers access to the grid.

Basically paying for the failures of bust suppliers.
This was my understanding, a chunk of it goes to refilling the coffers.
