They may be using a real actor.
Mark Hamill tweeted months ago congratulating Disney for hiring someone who “looks more like me than I do”.
I hope Madame Garsa isn’t dead.
A lot of stuff in one episode- I can’t see them wrapping everything up in one more episode.

I think that’s how they do it - they get an actor who looks a bit like Leia/Tarkin/Luke, and then modify their appearance with CGI overlay. Mark Hamill got an acting credit - presumably he did the dialogue
