Yes, though they only need the licence because they'll need export documents at some point. You don't need a licence just to have a cat normally. You do need one for a dog, the rules vary by city but in general certain breeds are banned, there are size limits depending on how centrally you live and you're only allowed one dog per person - until a few years ago, each city would have "dog registration day" and you had to go to the police station on that day with your dog... It was carnage. Dogs everywhere. Dogs having passport photos taken. Chaos.

Best bit about the vet was when they asked if I had any nice photos of her for her licence... Why yes, I have several hundred photos of her...
